The Jefferson County Purchasing Division

The Jefferson County Purchasing Department is a division of the Jefferson County Finance Department. The Purchasing Department issues the purchase orders to suppliers for the goods and services used by all County departments.

Jefferson County Commission sponsors the Purchasing Association of Central Alabama (PACA). PACA is a cooperative of governmental entities of Jefferson County by a mutual covenant agreement to conserve tax revenue through joint purchasing agreement to achieve volume discounts on material, services or equipment for economic advantages of its members. PACA began in August, 1994, with six cities (Hoover, Homewood, Hueytown, Vestavia Hills, Bessemer and Mountain Brook) acting as founding members along with the Jefferson County Commission. The Cooperatives membership has grown to 42 members.
